Coinbase's Role as USDC Treasury Deployer on Hyperliquid

What Coinbase does as USDC's AQAv2 treasury deployer, including staking, treasury balances, and reserve-yield sharing.

Coinbase is the treasury deployer for USDC under Hyperliquid's AQAv2 framework. Circle is the technical deployer. The split is deliberate because treasury economics and stablecoin infrastructure are separate responsibilities.

What the treasury deployer does

The treasury deployer designates a treasury address that participates in AQAv2's onchain reserve-yield mechanism. The protocol documentation says the treasury address shares 100% of the AQA reference rate with the protocol, which corresponds to approximately 90% of cost-adjusted reserve yield on the Hyperliquid stablecoin supply.

Reserve-yield revenue accrues in 30-day intervals and is sent automatically to the Assistance Fund eight days after each interval completes.

Coinbase must stake HYPE

AQAv2 requires the treasury deployer to stake 500,000 HYPE. The stake can be slashed if the treasury address cannot satisfy the protocol's required onchain revenue deductions. The framework also requires at least six months' notice before a treasury deployer ceases operation.

The 9:1 balance structure

For USDC, Hyperliquid has stated that the HyperEVM balance corresponding to minted HyperCore tokens is maintained in a 9:1 ratio between Coinbase's treasury address and Circle's linked technical-deployer contract address. System transactions rebalance this relationship automatically.

What Coinbase does not replace

Coinbase's treasury role does not replace Circle's issuer and technical infrastructure. Circle remains responsible for native minting, redemption, and crosschain transfer support as technical deployer.

This separation makes failure analysis clearer. A reserve-economics or treasury-balance problem belongs to a different layer from a mint, redemption, or CCTP problem.
